摘要(Abstract)：

近年来,印度采取了一系列新举措应对海外能源战略环境产生的新变化对其维护海外能源安全利益形成的新挑战,如政府与企业的不同利益关注点制约维护海外能源安全利益的深度,海上战略通道控制权缺失降低维护海外能源安全利益的效率,国家间的地缘争夺增加维护海外能源安全利益的难度等等问题。通过加快"能源战略通道建设"推进能源进口多元化,完善"战略决策体制机制建设"协调政府与企业的关系,提升"综合能力"推动硬实力和软实力建设等等,推进了印度海外能源供应主体多元,全球能源治理效能,全球能源安全观转变等深刻变革,不仅对印度维护海外能源安全利益发挥了积极作用,也值得我国在优化调整能源战略过程中思考与借鉴。
